NOTICE OF RACE

1. RULES AND GOVERNANCE:

The event will be governed by the Racing Rules of Sailing 2017-2020 (RRS) as changed by RRS Appendix E, this Notice of Race (NOR), the Sailing Instructions (SI), the International One Meter Class Rules, the current applicable Heat Management System (HMS) and the Equipment Rules of Sailing (2017-2020). The Sailing Instructions shall prevail in case of conflict with this Notice of Race.

1.2 COVID HEALTH & SAFETY PROTOCOLS:

Our primary concern is the health and safety of our competitors, race officials, volunteers, guests, and all involved coming together for a national level event. As such our Covid Concerns and Regatta safety practices include:

1.2.1 While the Organizers will be implementing reasonable safety protocols, each individual attendee must decide if these guidelines meet their personal minimums and make their own choices. If these practices below do not meet what you believe to be safe guidelines for you or if you feel believe these practices “go too far” and you do not intend to follow them then youSHALL NOT attend this event.

1.2.2 Given the Covid-19 global pandemic the Race Committee will employ several non- negotiable health practices at this regatta. Skippers who attend must follow these practices or they will be required to leave the event and will not be allowed to continue racing (with no refunds).

a) All involved are mandated to perform health screenings upon arrival at San Diego Model Pond water site.

b) Health screening must be completed at the beginning of each day prior to or at check in (gathering).

c) Screening shall occur upon parking your car prior to admittance to the racing area.

d) A second health screening will be required for all if the racing day should extend beyond ten (10) hours.

e) Health screenings are conducted by asking specific questions to check for signs or symptoms of respiratory infection and assessing body temperature.

Cough, shortness of breath, difficulty breathing

Fever, diarrhea, fatigue, repeated shaking with chills, body muscle aches, headache, sore throat, congestion or runny nose, nausea or vomiting, or new loss of taste or smell

• Body temperature screening of greater than 100.4° F or 37.7°C is considered a “positive”screening

If a positive answer is given to any of the health screening questions or body temperature of 100.4°F or 37.7°C is identified, such individuals SHALL NOT be allowed to race.

f) Social distancing: Skippers will be asked to maintain social distancing (6 feet of separation or 2 IOM boat lengths) during the regatta if physically possible. When not possible, they are required to wear a mask.

g) In the racing control area, as defined by the PRO and race committee, masks shall be worn at all times.

1.3 EQUIPMENT INSPECTION:

1.3.1 All boats shall be checked by technical committee prior to racing in this event.
• Boats together with their measurement certificates shall be presented for registration and

equipment inspection on Friday August 21st from 08.00 to 11.00.
1.3.2 All Equipment shall be inspected by technical committee before racing this event.

1.3.3 The Race Committee may extend the time for registration and inspection if there is a valid reason to do so.

1.3.4 No boat shall be eligible to race until it has been registered and has passed equipment inspection.

1.3.5 At the discretion of the PRO, checks of randomly selected boats to ensure that they comply with class rules may be conducted during the event.

1.4 FREQUENCIES:
1.4.1 No frequency conflicts will be allowed.

1.4.2 Permitted frequency bands are FCC-approved surface bands. Transmitters on 75 MHz must be narrow band certified. Radio frequencies will be allocated on a “first come first served”

1.4.3 2.4 GHZ radios are permitted and are exempt from rule E2.4 in the RRS.2. RISK STATEMENT:

2.1 RRS 4 of the Racing RRSs of Sailing states: “The responsibility for a boat’s decision
to participate in a heat or to continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in any of the events covered by this NOR, each competitor agrees and acknowledges that:

a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves and their boat to such inherent risk whilst taking part in the event;

b) They are responsible for the safety of themselves, their boat and their other property whether afloat or ashore;

c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

d) Their boat is in good order, equipped to sail in the event and they are fit to participate;

e) The provision of a race management team, patrol boats, umpires and other officials and volunteers by the organizer does not relieve them of their own responsibilities;

f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; and

g) All involved in this event shall test negative heath screening procedures and expected to accept any government changes regarding this global pandemic (COVID-19).

3. ELIGIBILITY AND ENTRY:

3.1 The regatta is open to all boats of the IOM class. Each boat shall either send in advance or produce at Registration a valid Certification Measurement Form and proof of current AMYA or their National Authority membership.

4. REGISTRATION AND FEES:

4.1 The fee for the event per boat is $65 dollars (pay by 08/14/20).

4.2 Entry form and fees must be submitted by August 14th, 2020. After August 14th, the registration period is closed. This is a requirement of having a proper skipper count related to managing Covid Health and Safety Protocols. There is no exception.

4.4 The fee includes lunches from 21st to 23rd, drink, skipper welcome bag and prize giving to Top 5 and Corinthian’s Trophy.

7. SAILING INSTRUCTIONS:

7.1 The Sailing Instructions will be available prior to the skippers meeting.

8. SCORING AND RACING SYSTEM:

8.1 The Championship shall be raced and scored under the current Heat Management System (HMS).

a) Five races are required to be completed to constitute the championship.

8.2 Boats finishing in an incorrect heat will not be allowed to sail in their assigned heat for that race and will be scored DNS for their correct heat.

10. DISCLAIMER OF LIABILITY:

10.1 Competitors participate in the regatta entirely at their own risk. The organizing authority will not accept any liability for material damage or personal injury, or death sustained in conjunction with or prior to, during, or after the regatta.

10.2 All those entering or taking part in this regatta do so at their own risk and responsibility. WORLD SAILING, IRSA, IOM ICA, AMYA, USA IOM NCA, the hosting Model Yacht Club, Regatta Staff and any other parties involved in the organization of this event disclaim any and all responsibility whatsoever for loss, damage, injury or inconvenience that might occur to persons and goods, both ashore and on the water as a consequence of entering or participating in the event covered by this Notice of Race.

10.3 At all times the responsibility for the safety of their boat and themselves including the decision to participate or continue shall rest with the competitors. By entering this event, it is deemed that you accept these conditions. Competitors are advised to ensure that they have adequate insurance that provides coverage for public liability and their possible injury in the Country and County of this event.

11. PERSONAL SAIL NUMBERS:

11.1 Personal Sail Numbers will take precedence if numbering conflicts arise until 10 days prior to the skipper’s meeting.

12. FOOD:

12.1 Individual lunch boxes and beverage will be served all 3 days.

14. ACCOMODATIONS:

15. CONDUCT:

15.1 Poor competitor behavior can reflect negatively on the sport, and all competitors are advised that their actions will be under scrutiny by race officials. In the event race officials witness any behavior, which they deem to be a breach of good manners or sportsmanship, or which may bring the sport into disrepute, the Principal Race Officer assisted by race officials will protest the party (or parties) in accordance with RRS 2 or 69.1.

15.2 The PRO, all race officials and observers have been directed to record any incidents, which will be dealt with to the full extent available to the Protest Committee. Penalties available to the Protest Committee include exclusion from the race in question or subsequent races, exclusion from the regatta, or other action within the Committee’s juridiction.

16. MEDIA RIGHTS:

16.1 Competitors, owners of the boats and their guests are giving all rights for using pictures and videos of persons and boats during the regatta in medias, including commercials, press materials and all other promoting activities and press releases, unless it is notified by writing before submitting entry.

17. INTERNATIONAL:

17.1 All involved arriving in the county from international locations identified on the Centers for Disease Control and Prevention (CDC). Warning Level 2 or 3 Travel Advisory (available at: https://wwwnc.cdc.gov/travel/notices) shall be subject to 14-day home or other suitable location quarantine and self-monitoring before racing.

18. DEFINITIONS

The following words and phrases have these definitions in this interpretation.

Shall or may: In this document, the word “shall” specify a mandatory action or procedure, while the word “may” be permissive.

Will: In this document, the word “will” specify an intention.
All involved: In this document, the expression “all involved” represents, race officials,competitors, volunteers and or any individual involved at this specific event.
